Neither when the situation doesn't call for either. Some of these officers need to realize that not everyone is some violent criminal.

Don't get me started on cops.
In my youth, I had a great respect for police officers - upon getting older and having dealing with some , not so much anymore.
Based on personal experience, it is wise to question them and have watchdog groups watching them.

The bad few really do ruin it for the innumerable amount of good ones. It's a sad thing, and because of the brotherhood, which is important to have for all the good reasons, it's very rare that the bad few actually get removed from the force.
