I think there ought to be limitations on having children, especially for people who really ought not be parents. This would largely apply to people who lacked the ability to take care of their children, such as many people in poverty on welfare. If they want to continue on welfare, they ought to have a vasectomy. There's no reason to allow them to keep popping out units on the public credit, unable to take care of them.
I would propose a system of positive reinforcement. You offer to give them tax incentives or monetary payments early in life when they are impulsive, such that the males agree to get the procedure.
This would likely help reduce the quantity of ghetto babies.
I would also propose a provisional breeding license which requires that the parents have some sort of testing procedure if they are going to be parents, including basic educational and socio-economic criteria for being able to take care of them.
Call it something spiffy like: "Parental Responsibility and Population Management Act. PL-124 of the Technocratic Soviet.

If the way our government was comprised was different and if the way people view the government was different, I'd agree with you wholeheartedly, but with the way people view the government currently, this suggestion you have is quite over-the-top.
I like the idea A LOT, but it doesn't fit our current way of doing things in any way shape or form. In this country, there are many people who are proud to be ignorant and stupid, and people are proud that they have the freedom to be that way.

I agree! What started out with good intentions ( public assistance programs) is now totally out of control. Thousands of people have figured out ways to freeload off our current system. Many of them are nothing but burdens, and this all could have easily been prevented by using a little common sense when it comes to birth control.

I think it is unfortunate, but I would agree few people would tolerate this type of thing. They would see it as extreme and attempt to paint it as "totalitarian." I don't have a problem with it, but getting stuff like this passed in a "democratic" system would be virtually impossible, as are most of my ideas.
